If it rots, and the soil does not dry out for a long time, problems with the root system are inevitable. Plus pests, they can live in the ground. You need to change the soil and examine the roots. They probably rot, too. Stems that are sick should be cut to living tissue and sprinkled with charcoal. Rotten roots are also trimmed, and the flower is treated with a fungicide. The drug Guapsin has proven itself well - it is effective in diseases, and also gets rid of pests. The leaves can be additionally washed with green soap.
      As for care, dracaena love moist air, so you still need to spray, but without fanaticism. Watering should be moderate, in winter once a week is enough. Dracaena does not need the southern window, it will be too bright there, except on the table near the window. For comparison, I can tell you about the observations of my flower. While she was little, she grew beautifully on the northern window, watered more often in summer, in winter it was wet for a week. Now the bush on the window no longer fits, she lowered it to the floor in the same northern room - so the young leaves brightened, which means there is little light. She spent the summer on the street, on the porch - then she sprayed it every day, in winter I sometimes wipe the leaves. Here is such a whim. So, if your dracaena grew beautifully in the same place, it means that everything suited her and the point here is not where she stands. Perhaps it was simply transfused - treat it.
